PLANNING RESEARCH AND POLICY ANALYSIS DEPARTMENT

The Planning, Research and Policy Analysis (PRPA) Department is charged with the responsibility of planning, coordinating, monitoring and evaluation of programmes of the Ministry and its functions cut across the activities of all the departments in the Ministry. Its activities are carried out through its three (3) functional divisions namely:  Planning, Research and Statistics and Policy Analysis. Two of the Divisions are currently supervised by Deputy Directors except the Research and Statistics Division.

DETAILS OF SERVICES PROVISION AND DELIVERY

The Department has three divisions namely: Planning; Research and Statistics; and Policy Analysis. The key functions of the three divisions are as follows:

  • Planning Division:
    • Departmental Administrative Matters.
    • Supervision of NACETEM.
    • Linkages with other Federal and State MDAs.
    • Meeting of Honourable Minister of Science and Technology, Permanent Secretary with Director-General/CEOs and Directors.
    • Development Plans and Capital Budget/Rolling Plan Preparation (MTSS).
    • MTB/Due Process.
    • National Council on Science and Technology (NCST) Matters.
    • Organisation of Meetings, Workshops & Conferences.
    • Liaison with National Assembly.
    • Sustainable Blue Economy
  • Research and Statistics Division:
    • Project Monitoring & Evaluation.
    • Compilation and documentation of quarterly/annual Reports of Parastatals of FMST.
    • Linkages with other Research Institutes, Industries and the Private Sector.
    • Peer Review.
    • Manpower Survey.
    • Organisation of the Annual Ministerial Press Briefing.
    • Research grants, solicitation, sourcing and administration.
    • Collation of statistical data and their interpretation.
    • Operations, Organization and Management Research (OOMR).
    • Ministerial Retreat.
    • Library & Documentation.
    • Development and Submission of the Ministry KPI’s.
  • Policy Analysis Division:
    • Coordination of Bilateral and Multilateral issues
    • Handling S&T Policy issues (Nigeria-UNESCO)
    • Linkages with NPC
    • Handling of Policy Matters with other MDAs (Fed. Ministry of Education, Fed. Ministry of Women Affairs etc)
    • Handling African Academy of Science (AAS) matters.
    • Organisation and documentation of Reports of Honorary Presidential Advisory Council on Science & Technology (HPAC/S&T) Meetings
    • Linkages with Nigerian Academies / Professional Bodies, NUC
    • Coordination of National and International Scientific Organizations and the Education Sector.
    • NRIC/NRIF Matters.
